September 3, 2014, Whitehall, a contract signing that was supposed to be a triumph. General Dynamics UK signs a fixed-price deal with the British Ministry of Defense, 5.5 billion pounds, 589 tracked reconnaissance vehicles, a new digital backbone for the British Army. The press release calls it a generational leap.

The engineers call it ambitious. The soldiers who will one day climb inside it call it nothing because they have never heard of it. They will hear of it eventually through the ringing in their ears because 11 years later, on November 22, 2025, roughly 30 soldiers from the Household Cavalry and the Royal Lancers will stagger out of these same vehicles on Salisbury Plain vomiting, shaking uncontrollably, their hearing damaged after 10 to 15 hours of exposure.

This will happen just 16 days after the Ministry of Defense officially declared the Ajax program fully operational. 16 days between that contract signing and that Salisbury Plain exercise sits one of the most expensive, most controversial, most physically injurious military procurement stories in modern British history. A program that grew to 6.

3 billion pounds, that fell 8 years behind schedule, that was measured emitting 117 decibels inside the crew cabin, roughly 1,000 times the legal sound intensity limit, that made its own soldiers sick, and that somehow, despite everything, is still rolling forward. This is the story of Ajax.

The cursed tank Britain could not kill, could not fix, and could not admit was broken until the broken part was the soldiers themselves. Let us go back to the beginning. Before the scandals, before the parliamentary inquiries, before the hearing tests, the requirement was genuine. By the late 2000s, the British Army’s reconnaissance fleet was ancient.

The Scimitar light tank it relied on dated from the 1970s, a Cold War relic, thin aluminum armor, a 30-mm gun that had been adequate against Warsaw Pact infantry, but it was outclassed by almost every modern threat. The Army needed a replacement, something that could scout ahead of heavy armor, survive contact with enemy mechanized forces, feed back real-time intelligence through encrypted digital networks, and fight its way out if things went wrong.

In March 2010, General Dynamics UK won the competition. They beat BAE Systems and its well-regarded CV90. The winning design was based on the Ascod 2 chassis, an Austro-Spanish platform originally built for the Spanish Pizarro and Austrian Ulan infantry fighting vehicles. The Ministry of Defense liked it because, according to official assessments, it offered growth potential to 42 tons with only minor component upgrades.

Those words, growth potential, would become the first warning sign of what was coming. The full manufacturing contract was signed on September 3, 2014. 5.522 billion pounds, fixed price, meaning any cost overruns would fall on General Dynamics, not the taxpayer. The vehicle was renamed from Scout SV to Ajax on September 15, 2015. The original in-service date, per the National Audit Office, was 2017.

Now, let us look at what the contract actually promised. 589 vehicles across six variants, 245 Ajax turreted reconnaissance vehicles with the 40-mm cannon, 112 Athena command and control vehicles, 93 Ares protected mobility carriers, 51 Argus engineer reconnaissance vehicles, 50 Apollo armored repair vehicles, 38 Atlas recovery vehicles, a complete family, every role, every variant.

Built at General Dynamics Land Systems UK’s 57-acre site in Pentrebach, Merthyr Tydfil, South Wales. Over 4,100 British jobs, 230-plus suppliers across the United Kingdom. The specifications were impressive on paper, 38 tons baseline weight, 42 tons maximum, 7.62 m long, 3.

35 m wide, three crew, an MTU 8V 199 diesel engine producing 600 kW, roughly 816 horsepower, top road speed around 70 km/h, range approximately 500 km, and the weapon, the signature of Ajax, the CT40 cannon. It takes a second. Now, back to that cannon. The CT40 is not a conventional cannon. It fires case telescoped ammunition, meaning the projectile sits fully inside the propellant case, rather than protruding from the front. This makes the round dramatically shorter, which allows a much more compact turret design. Recoil is just 50 mm, 2 in.

The weapon fires at 200 rounds per minute compared to 90 for the older Rarden cannon it replaces. It elevates to plus 80 degrees, useful against drones and helicopters. The ammunition suite includes tungsten penetrator rounds defeating 140 mm of armor at 1,500 m, programmable airburst shells with a 125 square meter fragmentation footprint, and a kinetic airburst round adopted in 2025 specifically for anti-drone work.

Paired with this weapon is a sensor suite that, on specification alone, is arguably the most advanced in NATO. The commander’s Thales Orion panoramic sight with staring array thermal imager and laser designator, a stabilized Thales day/night sight from Glasgow for the gunner, a Thales Acusonic acoustic shot detection system with three hull-mounted sensors that can detect supersonic rounds within 50 m in under half a second, all tied into a 20 gigabit per second Ethernet backbone, capacity for 6 TB of sensor data per mission. On paper,

brilliant. In reality, inside the crew cabin, a different story was already emerging, and the first warnings came early, very early. According to documentation later unearthed by the independent review process, General Dynamics UK issued an internal safety notice about external Ajax noise in 2014, the same year the main contract was signed.

A second internal notice about internal cabin noise followed in 2016. These were warnings about the very problems that would later injure soldiers. They were internal. They went nowhere. In December 2018, the Ministry of Defense’s Defense Equipment and Support Organization issued a formal warning, safety notice via email 425. It flagged vibration risk and called for a design upgrade.

According to National Audit Office findings, the design upgrade was not acted upon. In January 2020, the Defense Science and Technology Laboratory told Defense Equipment and Support that General Dynamics UK’s own noise and vibration calculator underestimated actual levels. The tool being used to assess whether the vehicle was safe was, according to government scientists, giving numbers lower than reality.

The following month, February 2020, the commanding officer of the Armored Trials and Development Unit at Bovington, later identified as Lieutenant Colonel Rob Page, refused to sign off on trials. His email, now part of the public record, contained a line that would become famous. “The mitigation strategy of using unverified General Dynamics data and calculator,” he wrote, “is unethical and does not constitute safe practice or conduct.” He was not done.

In a follow-up message preserved in the Sheldon review, Page wrote this, “We cannot be in the business of a Chernobyl-style approach of known hazard exposure and then medical checks.” Chernobyl. That was the word a serving British Army Lieutenant Colonel used to describe what he believed his superiors were asking him to authorize.

The first documented vibration injuries arrived on July 9, 2020. Four soldiers from the Armored Trials and Development Unit presented at Bovington Medical Center with symptoms. The first verified hearing loss cases came on August 14, 2020, 1 month later. Between August and September 2020, the Institute of Naval Medicine recommended reducing the maximum trial speed from 30 km/h to 20.

The King review records this recommendation was not done. On November 9, 2020, the Ministry of Defense finally issued safety notice via email 1052, an immediate ban on dynamic use of Ajax, the first formal pause of the program. Trials resumed in February 2021 under heavy restrictions. Newly qualified Household Cavalry crews were capped at 30 km/h, roughly 19 mph.

Leaked internal documents described crews limited to 90 minutes inside the vehicle. The Ajax unable to reverse over obstacles taller than 20 cm, the CT40 cannon unable to be fired on the move. Whatever this vehicle was supposed to be, a high-speed next-generation scout, it was currently a loud, slow, fragile, time-limited disappointment.

On June 25, 2021, safety notice via email 1199 triggered a second full stop. Trials halted even at the independent Millbrook proving ground. The Ministry of Defense now commissioned an independent review, published on December 15, 2021, the Health, Safety, and Environmental Protection Ajax noise and vibration review, led by David King, contained the number that defined the scandal.

“Maximum noise levels on Ajax platforms,” the report recorded at paragraph 71, “have consistently been in the region of 117 decibels against a UK legal exposure limit value of 87 decibels. Because decibels are logarithmic, that gap is roughly a thousand times the legal sound intensity ceiling. Whole body vibration levels, per the Institute of Naval Medicine, could exceed statutory limits in approximately 1 hour in the worst-case scenario.

” The human consequences were documented in full. Of 310 personnel exposed to Ajax noise and vibration, 238 returned to duty with no health impact, 17 remained under specialist outpatient care for hearing. Four had been medically discharged. 11 were recommended for long-term noise exposure restrictions. 40 declined or did not attend assessment.

The symptoms were cataloged across the King review, subsequent litigation filings, and media testimony. Noise-induced hearing loss, tinnitus, swollen ankles and joints, headaches, dizziness, balance problems, hand-arm vibration, with 45 soldiers referred for specialist assessment. involuntary tremors, motion sickness, vomiting.

Rob Page himself later told the Times podcast the story in December 2025 that he had lost roughly 20% of his own hearing during his command at the armored trials and development unit. The officer who tried to stop the trials paid for that attempt with his own hearing. On December 15th, 2021, procurement minister Jeremy Quinn told the House of Commons he was horrified.

The report, he said, lays bare a deep malaise, which is cultural and results in systemic failures across our organizations. What followed was four overlapping inquiries. The National Audit Office report HC 1142, published March 11th, 2022, contained the line the program could never outrun. Comptroller and Auditor General Gareth Davies stated that the Ministry of Defence and General Dynamics Land Systems UK’s approach was flawed from the start.

They did not fully understand the scale or complexity of the Ajax program, and a series of failures have led to delays and unresolved safety issues. The Public Accounts Committee’s seventh report of 2022 to 2023, published June 6th, 2022, was blunter. Chair Dame Meg Hillier stated that the Ministry of Defence has made fundamental mistakes in its planning and management of this project.

The Ajax tanks program, she said, has been deeply flawed from the outset. The report itself recorded that the department acknowledges it has injured some soldiers, which it rightly describes as unforgivable. The most damning document was the Sheldon review. The report of the Armored Cavalry Program Lessons Learned Review, commissioned from Clive Sheldon, King’s Counsel, in May 2022, and published unredacted on June 15th, 2023.

Sheldon interviewed approximately 70 people, reviewed tens of thousands of pages, made 24 recommendations. His central judgment ran as follows. A number of errors of judgment were made at various points, and optimism bias infected some of the thinking of senior individuals working on the program. The failures, he concluded, were systemic and institutional.

He found that Ajax had run through five different senior responsible owners between 2010 and 2021, none full-time until October 2021. Reporting to Parliament, he said, had been at times lacking or unclear or overly optimistic. The cultural diagnosis was the quotable legacy. From a cultural perspective, the King review had stated the army did not believe it was potentially causing harm to people, especially from vibration, as it was tacitly expected that soldiers can and should endure such issues.

Within the acquisition system, the report continued, safety is not viewed as an equal partner to cost, schedule, and military capability. Lord West of Spithead, the former First Sea Lord, was typically direct. The Ajax program, he said in December 2022, no matter how much one dresses it up, has been a complete and utter disaster.

So, what did General Dynamics actually do to fix it? Engineering investigation traced the noise and vibration origins to four broad areas. The track, suspension, and running gear interface, particularly sprocket geometry and track tension. The engine and its mountings, build quality issues in cabling, bonding, and welds that compounded both electromagnetic interference and structure-borne vibration, and critically, the integration of the Bowman combat Mark II radio headsets, which according to Royal United Services Institute analysis, effectively

amplified engine noise directly into crew ears. The remediation package included improving overall Ajax build quality, reviewing and amending build tolerances for seats and control handles, changing seat structures for greater vibration attenuation, improving track tensioning procedures, redesigned seat mounts with additional cushioning, modified damping on the hand controllers, user validation trials completed in late 2022, reliability growth trial started January 2023 at Bovington with nine vehicles across the

six variants. On February 22nd, 2023, Defence Secretary Ben Wallace stood at Bovington and told reporters they thought the remedies were in place. He was confident, he said, they had turned the corner. By June 2023, the vehicles had covered 6,600 km. By initial operating capability in November 2025, the fleet had driven over 42,000 km and fired more than 20,000 rounds from the CT40 cannon.

A deeper redesign, Ajax II, is already in the pipeline. Lieutenant General Anna Lee Riley told the Public Accounts Committee that industry had been working very hard on activities enabling modification, including composite rubber tracks and automatic track tensioners. Replacing steel track links with composite rubber, especially on hard surfaces, significantly reduces structure-borne vibration.

Initial operating capability was declared on November 6th, 2025, achieved in September by the Household Cavalry Regiment at Bulford, Wiltshire, with a deployable squadron of 27 vehicles. At the press event, Minister Luke Pollard called Ajax the most advanced medium-weight armored fighting vehicle on the planet.

As a minister, he added, “I would not be putting it into service if I had any doubts about its safety.” The program, in a moment of cosmic timing, won mega project of the year at the Global Project Controls Expo Awards on November 4th, two days before initial operating capability. Then, Salisbury Plain happened. On November 22nd, 2025, roughly 30 soldiers from the Household Cavalry and Royal Lancers reported vomiting, uncontrollable shaking, and noise-related symptoms after 10 to 15 hours inside Ajax vehicles during a training exercise. 61 vehicles had been

involved. 23 were linked to injuries. On November 25th, Pollard issued an electronic safety notice pausing all Ajax training and exercising. On November 26th, his written common statement effectively withdrew initial operating capability. He noted pointedly that prior to initial operating capability, he had asked for and been given assurances in writing by senior Ministry of Defence personnel that the system was safe.

Those assurances had come from the Chief of the Defence Staff, General Sir Roland Walker, and National Armaments Director Andy Start. Shadow Defence Secretary James Cartlidge told the Commons he was furious that similar assurances given to him while he was procurement minister had turned out to be false.

16 days from most advanced medium-weight armored fighting vehicle on the planet to an electronic safety notice pausing operations. 16 days. Now, let us place Ajax in context. Germany’s Puma infantry fighting vehicle, produced by Rheinmetall and Krauss-Maffei Wegmann, is probably the closest NATO analog. A 31.

5-ton tracked vehicle with a 30-mm cannon and Spike missiles. Unit cost roughly 17 million euros. In December 2022, all 18 Pumas of Panzergrenadier Battalion 112, the unit preparing for NATO’s very high readiness joint task force, broke down within two weeks at Bergen training area. Germany suspended procurement of the second lot. Defense News summed it up.

Germany sees Puma combat vehicles as great but too iffy for war. France’s Jaguar, built by Nexter, uses the same CT40 cannon as Ajax. It is a 25-ton 6×6 wheeled reconnaissance vehicle, roughly a third of Ajax’s per unit cost, and entered operational service in February 2022 without significant scandal. Different doctrine, though.

Lighter, wheeled, less protected, designed to fight screen and reconnaissance at operational distances on road networks, not to keep pace cross-country with Challenger 3 tanks. The American M10 Booker is the freshest cautionary tale. A 42-ton tracked vehicle built notably by General Dynamics Land Systems, the same parent company, armed with a 105-mm rifled gun, sold as a light tank for airborne infantry support.

The US Army canceled the program on June 11th, 2025. Around 80 of the planned 504 vehicles had been delivered. Unit cost approximately 12.9 million dollars. Army Secretary Dan Driskill was unusually candid. “We got the Booker wrong,” he said. “We wanted to develop a small tank that was agile and could do air drops to places our regular tanks cannot. We got a heavy tank.

Bridges at Fort Campbell could not support its weight. It was no longer air-droppable. Total spend before cancellation exceeded 1 billion dollars.” Ajax, then, is not uniquely cursed. Western armies are collectively discovering that heavy tracked platforms are no longer easy to get right. What distinguishes Ajax is that it has injured its crews, been diagnosed in public, and forced a culture change in UK procurement that the Ministry of Defence acknowledges is still incomplete.

The verdict on Ajax, as of today, is unresolved. The vehicle has genuine capabilities. On specification, its digital backbone, its sensor fusion suite, and its CT40 cannon with programmable air burst and anti-drone capability are arguably the most advanced reconnaissance package in NATO. Solicitor Carol Parang of Irwin Mitchell, representing serving soldiers, summarized the human cost with devastating economy.

“Nothing,” she said, “can make up for my client’s lost career in the army as a result of damaging levels of exposure resulting in noise-induced hearing loss, tinnitus, vibration, and psychiatric injuries.” Ajax is not a vehicle problem. The engineering challenges were knowable in 2010, flagged internally in 2014 and 2018, and could plausibly have been designed out at the cost of time and money. Ajax is a governance problem.

A fixed-price contract signed before the design was mature. Five senior responsible owners in 11 years. A cultural assumption that soldiers would endure what the numbers said they should not. A reporting chain that let optimism bias infect senior judgment. The November 2025 sequence, initial operating capability on Thursday, paused 16 days later, is the miniature of the whole program.

The same gap between written assurance and operational reality that the King review diagnosed in 2021. The vehicle itself, 38 tons of tracked intelligence, surveillance, and reconnaissance with a 40-mm cannon, megapixel thermal images, and 6 terabytes of onboard sensor storage, is probably the most capable reconnaissance platform in NATO on paper.

Whether the Ministry of Defense can turn that paper capability into soldiers doing their jobs without losing their hearing is the question the next 2 years and any eventual Ajax 2 will answer. The cursed tank rolled into service in November 2025. 16 days later, it rolled back out. The story is not over.
