The Mediterranean, October 1969. A long swell running and the wind coming straight down the deck of the United States ship Saratoga. Captain John Smith, called Hawk by everyone who flies with him, is a United States Navy fighter pilot with fighter squadron 103. He has spent his professional life around the McDonnell Douglas Phantom.
He knows the machine the way a surgeon knows a hand. He knows what it sounds like at full power. He knows what a steel deck does when one of them goes. This morning there was a British squadron aboard, 892 Naval Air Squadron Royal Navy, embarked for workups. Their aircraft have the same nose, the same drooped outer wings, the same strange downturned tailplane.
From 40 ft away they are the same airplane. Then one of them goes to full reheat on the catapult. What Smith sees next does not belong to his experience. The exhaust does not go where it should. It goes low into the jet blast deflector standing up behind the aircraft and it stays there and it is hotter than anything the deck was built to swallow.
The water pipes inside the deflector burst. Steam comes off the steel. When the British machine has gone and the deck crew walk off to look, the plating behind the catapult has moved. In the plain words of the American account, it had warped the steel deck behind the aircraft. If you were standing on that deck, you would reach for the obvious explanations, a bad launch, a faulty deflector, a one-off.
It was none of those. It was the engine. And that engine had been fitted deliberately at extraordinary expense by a country that had decided it would rather build the part than buy it. This is not a story about an airplane that was made slower. This is a story about what a nation buys when it insists on building the piece it can still build. The sum was right.
The shape was wrong. Part 1. To understand the decision, you have to understand the winter Britain had just had. On the 2nd of February, 1965, the British government canceled the Hawker Siddeley P.1154, a supersonic vertical takeoff fighter intended for both the Royal Air Force and the Royal Navy.
In the same round of cuts, it canceled the TSR-2, the most advanced strike aircraft the country had ever designed. It canceled the military transport meant to carry the army. Then, on the 16th of February, 1966, the defense white paper canceled CVA-01, the fleet carrier around which the Royal Navy had planned the next 30 years.
They canceled the fighter. They canceled the bomber. They canceled the transport. They canceled the ship the fighter was to fly from. Read that sequence again. In roughly 12 months, a nation that had built its own frontline aircraft since the first war stopped doing it. What replaced them was an American design.
The Phantom was, by 1964, the best fighter in the Western world, and nobody serious disputed it. The Royal Navy had already chosen it. After the cancellations, the Royal Air Force was pushed towards it as well. The decision to buy was not the controversial one. The controversial one was what to put inside it.
Here, the logic becomes very British and very rational. Every aircraft bought off the shelf from St. Louis was dollars, leaving a country with a balance of payments problem that dominated the decade. Every aircraft bought off the shelf was also work not done in Britain. The design offices at Brough and Warton had just watched their national programs die.
Ferranti had radar engineers with nothing to build. And Rolls-Royce, which was arguably still the finest aero engine company on earth, had no frontline fighter engine going into production anywhere. To understand what the ministers were looking at, we have to go back, not to the cancellations of 1965, but to 1946. In that year, Britain sold Rolls-Royce Nene engines to the Soviet Union.
Within 4 years, the Nene was being built in Russia, in a Russian fighter over Korea, shooting at aircraft flown by British allies. That episode never fully left the institutional memory. Britain had given away its lead in engines once. There was no appetite to do it again by simply buying somebody else’s. So, a British engine went into the American airframe, the Rolls-Royce Spey, and on paper, on every page of the comparison, this is not a close contest.
The General Electric J79 turbojet in the American aircraft produced 17,900 lb of thrust with reheat lit. The Rolls-Royce Spey turbofan produced 20,500 lb. It swallowed roughly 210 lb of air a second, where the American engine took about 170. It burned markedly less fuel to do it, which meant more range, more time on task, more fight in the tank at the far end of a sortie, more thrust, better economy, more air.
The specification writes itself, and the operational case was better still. Britain’s carriers were small, not slightly smaller than American carriers, substantially smaller, with shorter catapults and less wind and tighter margins on a bad night. An engine that delivered more push at low speed was not a nationalist indulgence for the fleet air arm.
It was the difference between a fully loaded launch and a lighter one. The Royal Navy genuinely needed it. Set against that, the work share argument was almost decorative, but it was real. Around 43% of the price of every airframe would come back to British companies. The rear fuselage would be built entirely by the British Aircraft Corporation at Warton.
Hawker Siddeley at Brough would build major structure. Ferranti would build the radar under license. Short Brothers would contribute. The parts would then be shipped across the Atlantic to St. Louis for final assembly. Roughly half the structure and equipment of an American fighter would be British. None of this was stupid.
Every step of it was defensible, and most of it was correct. These were serious professionals doing sound arithmetic inside a frame that made sense. The frame was what was wrong. The model held perfectly right up until the moment somebody had to bolt the engine into the aircraft. Part two. Here is what it actually took.
The Spey was shorter than the American engine. It was also considerably fatter because that is what a turbofan is. To make it fit, McDonnell had to rebuild the back of the airplane. The rear fuselage was widened by 6 in and made deeper. The engine bays were enlarged. The air intakes were opened out by about 20%.
With new variable ramps to feed a powerplant that wanted far more air, extra blowing doors were cut into the rear fuselage to gulp additional air at low speed. Titanium and steel shingles were added around the afterburner section because the British engine ran hotter than the structure had been designed for. The engines themselves were angled inwards by 0.
55° to hold the width increase down and the whole thrust line was tilted from 5.2° to 6.75° so that more of the push went into getting off a deck. Then, there was the nose leg. On the naval version, the nose oleo extended 20 in further than on the American one. Fully out, it stood the fighter on its tail on the catapult pitching the nose skyward so the wing was already making lift the instant the shuttle let go.
Every one of those changes bought something specific. Takeoff distance fell by around 30%. Climb to altitude was about 20% quicker. Range and endurance improved and it worked. When the British squadron embarked in Saratoga, its aircraft were repeatedly quicker off the deck than the American Phantoms that lived there.
The trouble is that the 20-in nose leg also pointed the tailpipes downwards at the deflector and the hotter exhaust went straight into it. The Royal Navy had built an airplane that leapt off a deck it was in the process of damaging. The best demonstration of what the British powerplant was actually for came in May 1969 in the Daily Mail Transatlantic Air Race.
Lieutenant Commander Brian Davies, commanding 892 Naval Air Squadron, flew from New York to London with Lieutenant Commander Peter Goddard as his observer in aircraft XT858. 4 hours, 46 minutes and 57 seconds. It was a record that stood for 5 years. Three of the squadron’s aircraft broke the existing mark during that single 8-day event, and Goddard took the Alcock and Brown trophy for the fastest west to east time.
That flight was not a demonstration of speed. It was a demonstration of fuel. A thirstier engine does not make that crossing on those tankers in that time. The Spey did exactly what it had been bought to do in front of the world’s press over an ocean. Contemporary American crews were told the British machine had 15% more thrust than theirs.
Some of them believed it. Some of them watched the launches and did not need telling. What the crews at Brough and Warton and Yeovilton did with it in those first years would eventually change how Britain thought about buying weapons at all. Britain in the middle ’60s could no longer afford to design, develop, and build a complete front-line combat aircraft program from first principles. That is what the cancellations meant, but it could still build engines better than almost anyone alive.
The Spey family powered the Buccaneer, the Trident, the 1-11. It would go on to power the Nimrod. That capability was not sentiment. It was a genuine national asset, one of very few left, and the men making decisions in 1965 knew it was the last one they could plausibly defend. So, they defended it. The program was structured to route work and money into British industry at every where the airframe could tolerate it, and at several points where it could not.
And here is the number that carries the argument. The original estimate given to the House of Commons on the 28th of February, 1966, was 300 million pounds. By the time the last aircraft was delivered, the British Phantom program had cost roughly 500 million pounds. About 200 million of that was spent in Britain, which was the entire point. What the country received for it was 170 airplanes against an original ambition of as many as 400.
500 million pounds, 170 aircraft. Fewer than half the fleet originally imagined because the budget was fixed and the redesign ate it. Pause on that sentence. The money did not buy more capability. It bought less of the same capability in a form that could only be built in Britain. Now, put the two figures back together.
20,000 500 pounds of thrust against 17,900. 2 and 1/2 thousand pounds of additional push. Roughly 15% more by the comparison the crews were given and by some measures closer to a quarter more. And the aircraft it went into was slower. The American version reached about Mach 2.1 at altitude. The British one topped out at roughly Mach 1.94.
The most powerful Phantom ever built could not catch the standard one at height. It was not the engine. It was not the thrust. It was the shape. In 1952, an American aerodynamicist named Richard Whitcomb published the area rule. The discovery that transonic drag depends less on any individual component than on how the total cross-section of an aircraft grows and shrinks along its length.
Everything after that was designed around it. This fuselage had been sculpted to that principle. Widen the back of it by 6 in. Deepen it. Open the intakes by a fifth. And the careful distribution of area that made the design fast above Mach 2 simply stops working. Worse, the penalty arrived exactly where the benefit disappeared.
A turbofan’s advantage is greatest at low speed and low altitude. As Mach number climbs, that advantage bleeds away. While a pure turbojet like the American engine keeps producing. So, the British airplane carried its extra thrust into the one regime where it could not spend it. While dragging a fatter body through the air that the thrust was supposed to overcome.
There was no fix. That is the part worth sitting with. A tuning problem can be tuned out. A software problem can be rewritten. This was structural. The fuselage could not be unwidened. The moment the decision was taken, the top speed was gone, and it was gone for the entire 26-year service life of the type.
The sum was right. The shape was wrong. Part four. Here is the part that is difficult to write about a British program on a British channel. The Royal Air Force had not wanted this. The historian Derek Wood, in his study of Britain’s canceled aircraft projects, records that the service would have been content with a standard Phantom, and regarded the change of engines as, in his words, completely unnecessary.
His judgment is blunt. The changes consumed time and money that could have paid for extra aircraft. The cost proved him right. Wood puts the finished machine at well over 3 million pounds each, three times the original estimate, and describes an airplane at several times the flyaway price of the American version, with poorer performance in most areas.
The orders were cut to match. 59 naval aircraft became 52. 150 for the Royal Air Force became 118, with the final batch of 32 canceled outright. Then the ships went. The conversion of the carrier Eagle, which was to have received the water-cooled deflectors and heavy-duty arrester gear the new fighter demanded, was canceled in 1968.
During deck trials aboard her in 1969, there were no water-cooled deflectors at all. The solution was a steel plate bolted to the deck behind the catapult, hosed down by the flight deck party after every single launch to stop it melting. Somewhere in that image is the whole story. The most expensive fighter Britain had ever bought, and a man with a hose keeping the ship intact between shots.
Only Ark Royal was rebuilt for it. In a refit running from 1967 to 1970, she received a fully angled deck at 8.5°. Water spray arrester gear to absorb the heavier, faster landings, and the water-cooled jet blast deflectors that Saratoga had proved she would need. That is where the warped American deck plating leads. It was not an accident.
It became a specification. And then, in 1978, Ark Royal was withdrawn. The last catapult launch from a British fleet carrier took place on the 27th of November that year. The naval Phantoms went ashore to the Royal Air Force at Lossiemouth. An aircraft redesigned at enormous cost specifically to operate from British carriers spent the majority of its career flying from concrete in a country that no longer had any.
They were right that the Spey was the better engine. They were right that the Navy needed the low-speed thrust. They were right that the industrial capability was worth protecting. What they were wrong about was the assumption underneath all of it, which was that an engine and an airplane are the same purchase. The British had bigger engines with more thrust, but they took up more space, and so the cross-section of the aircraft increased. That is the entire failure in one sentence from a man who flew the result. And then Britain proved it itself in 1984 with a squadron committed to the defense of the Falkland Islands, and a hole in the home air defense order of battle, the Royal Air Force bought 15 second-hand Phantoms from the United States Navy.
They cost 33 million pounds. They were F-4J aircraft, and they had the original American turbojets, the slim engines, the slim fuselage, the untouched area ruling. Number 74 squadron declared them operational on the 31st of December, 1984. They were faster at altitude. They maneuvered better with heavier loads. Crews who flew all three British marks generally regarded them as the best of the fleet.
After 20 years and half a billion pounds, the finest Phantom Britain ever operated was the one it bought used with the engines it had refused to buy new. Part five. So, why did Britain build the most powerful Phantom in the world and make it slower? Because top speed was never what was actually being bought. The question posed on Saratoga’s deck in 1969, why this aircraft behave like a different animal, has an answer that has almost nothing to do with aerodynamics.
The country was not shopping for a fighter. It was shopping for a way to keep its engineers employed, its engine industry alive, and its dollars at home, and it used a fighter program as the vehicle. Judge the machine as a machine and it is a costly compromise. Judge it as industrial policy and the verdict changes.
The Americans bought an airplane. The British bought an industry and accepted an airplane as the receipt. Be honest about what that cost. The fleet was smaller than it should have been. The unit price was indefensible by any normal standard. The Royal Air Force objected and was overruled, and the record suggests it was right to object.
And the carriers the whole redesign existed to serve were gone within a decade of the first delivery. But be equally honest about what it bought. In the regime it was actually built for, low down over Germany in bad weather or heavy off a short deck on a filthy night in the North Sea, the Spey Phantom was better than the aircraft it was derived from. It accelerated harder.
It climbed quicker. It flew further. And it smoked far less, which at low level is not a trivial thing. Brian Davies and Peter Goddard did not cross the Atlantic in 4 hours and 46 minutes on charm. And the engine outlived the argument entirely. The Spey went on into the Buccaneer and the Nimrod.
It’s civil descendant, the Tay, sold for decades. The design was licensed and then reverse engineered in China, where it flies today as the Shinling in a strike aircraft the men at Derby never imagined. In 1997, a pair of surplus Phantom spares took Thrust SSC through the sound barrier on land. The airframe was compromised, the engine never was, and the money spent proving it did not vanish.
The last British Phantoms flew on. Number 74 Squadron disbanded on the 1st of October 1992. One trials aircraft, XT597, kept flying until January 1994. 26 years of service from a machine that half the people responsible had not wanted in that form. Remember the men in this properly.
