How One British Naval Planner Used a Fake Luftwaffe Crash to Steal Hitler’s Enigma Machine D
Lieutenant Commander Ian Fleming sits at a desk on the first floor of the old Admiralty building in Whitehall at half past nine on the evening of the 12th of September, 1940. A single lamp throws yellow light across a sheet of paper stamped top secret. Outside, London is readying itself for another night of the Blitz.
Searchlights are already combing the clouds above the Thames. Fleming dips his pen and begins to write. His handwriting quick and slanted. “For your eyes only,” the heading reads. “To Director of Naval Intelligence from Ian Fleming.” He is 32 years old, a former stockbroker with a taste for fast cars and faster schemes.
And what he is about to propose will read to anyone who finds it decades later like the plot of a novel he has not yet written. He lists five numbered steps. “Obtain from the Air Ministry an airworthy German bomber. Pick a tough crew of five including a pilot, a wireless operator, and a word-perfect German speaker.
Dress them in Luftwaffe uniforms, add blood and bandages to suit. Crash the plane in the channel after sending an SOS to the German air-sea rescue service. When the rescue boat arrives, the crew will overpower it, kill or restrain its sailors, and sail the vessel and everything aboard it back to England.” Fleming calls it Operation Ruthless.
He believes correctly that inside a German air-sea rescue launch there is very likely to be a working Enigma machine and its accompanying codebooks, and that this, more than any bomb or bullet, is what Britain most urgently needs. The scene in that lamplit office belongs to a much larger and more desperate story, one unfolding 60 miles northeast of London at a Buckinghamshire estate called Bletchley Park.
There, in wooden huts thrown up hastily on the lawns of a Victorian mansion, several hundred code breakers, mathematicians, and linguists are engaged in the task of reading Germany’s most secret communications. By September 1940, they have made real progress against the Luftwaffe’s Enigma traffic and against the ciphers of the Abwehr, Germany’s intelligence service.
Against the German Navy’s Enigma, however, they have made almost none. The Kriegsmarine system uses a more complex indicator procedure than the other services, and without a captured codebook to establish the starting patterns, the mathematics alone cannot close the gap quickly enough. This matters enormously because in the 15 months since the war began, German U-boats operating in the North Atlantic have sunk hundreds of thousands of tons of British shipping, and the convoys carrying food, fuel, and war material from North America are the one lifeline that cannot be allowed to fail. Winston Churchill, who receives a daily digest of Bletchley’s product under the code name Boniface, is acutely aware of the naval blind spot. Alan Turing, then 28 and already the intellectual engine of Hut 8, understands better than almost anyone what a single captured naval codebook would be worth. Weeks, perhaps
months, of decryption effort collapsed into days. Turing and his colleague Peter Twinn have been pressing for what code breakers call a pinch, naval slang for the seizure of cryptographic material, and Fleming, who liaises between the Admiralty’s operational intelligence center and Bletchley Park, visiting the estate roughly twice a month, has heard their frustration directly.
The scale of the naval Enigma problem is worth dwelling on because it explains why an operation as reckless as Fleming’s could be taken seriously at the highest levels of the Admiralty. The Enigma machine itself is a portable device roughly the size of a typewriter fitted with a set of rotating wheels or rotors and a plugboard on its front panel.
Each rotor position and plug combination alters the electrical path a letter takes as it passes through the machine and the number of possible configurations runs into the hundreds of trillions. Polish mathematicians working before the war under desperate time pressure had already made foundational breaches into the machine’s logic and shared their findings with British and French intelligence in July 1939.
A gift of extraordinary generosity that gave Bletchley’s code breakers a head start they would otherwise not have had. But the German Navy’s version of the system layered on an additional procedure for choosing and communicating rotor settings, one that the Army and Air Force did not use.
And this extra complexity is precisely what keeps Hut 8, the section of Bletchley devoted to naval traffic, locked out while its counterparts elsewhere on the estate begin, slowly, to read the enemy’s mail. Every week that Hut 8 remains blind to naval Enigma is a week in which convoys must cross the Atlantic essentially guessing at where the wolf packs are waiting.
Fleming’s plan moves through the Admiralty’s machinery with startling speed for something so audacious. Admiral John Godfrey, the director of naval intelligence and Fleming’s direct superior, approves the concept and forwards it up the chain. The Air Ministry is asked to locate a captured or airworthy German bomber and eventually a Heinkel He 111 is identified as suitable for the deception.
Fleming himself, in a note appended to his original memorandum, suggests refinements. The crash should ideally be staged in mid-channel to increase the likelihood of attracting one of the larger German rescue vessels designated by the letters R-boat or M-boat, rather than a smaller launch, since these larger craft would be more likely to be carrying the codebooks Bletchley needs.
He anticipates the legal peril his men would face. Because the crew will be wearing enemy uniform, he writes, “They will be liable to be shot as illegal combatants if captured. So, their cover story, if things go wrong, will be that a group of hot-headed young men stole the plane and equipment for a lark, wanting a crack at the Germans and expected trouble when they returned.
” It is a plan built, quite consciously, to be deniable. Godfrey signs off on it. Preparations begin. A crew has to be assembled and briefed, uniforms sourced, blood and bandages arranged with theatrical precision, and the Heinkel made ready to fly, and then, on command, to fail convincingly over open water. It helps more than you might think. Through late September and into October 1940, the operation edges toward readiness, and it is here that the plan begins to reveal the gap between what looks elegant on paper and what survives contact with the sea. The Heinkel, examined more closely by pilots and engineers, turns out to have a fundamental problem.
Rather than sinking convincingly on impact as the plan requires, its airframe is likely to float, at least for some time, which would leave the disguised crew bobbing visibly on the surface in German uniforms long before any rescue boat arrived close enough to board and would risk exposing the entire deception to anyone watching from shore or from the air.
There is also the harder problem of timing. The plan depends on a German air-sea rescue boat being close enough and isolated enough to respond to a staged SOS without German fighter cover or other vessels also converging on the scene. And naval intelligence officers studying rescue patterns in the channel cannot find a set of conditions reliable enough to guarantee it. Days pass.
The crew, reportedly hand-picked and keyed up for a mission that could very plausibly get them killed, remained on standby without a launch date. Fleming continues shuttling between the Admiralty and Bletchley, and the code breakers, particularly Turing and Twin, continue to wait for a pinch that never quite becomes operational.
Consider what each of these men would actually have had to do had the operation gone ahead. The pilot would have had to fly the Heinkel low and slow across the channel, mimicking the track of a bomber limping home from a raid on southern England, before deliberately putting the aircraft down on open water in a controlled ditching, a maneuver dangerous enough in genuine emergencies and considerably more so when performed on purpose in an aircraft the pilot had likely never flown before that week. The wireless operator would have had perhaps only a minute or two amid the noise and disorientation of the ditching itself to transmit a distress call convincing enough in its German phrasing and procedure to bring a rescue launch rather than raise suspicion. The German speaker would then have had to talk his way through the first moments of contact with the rescue crew in the dark or the
half-light well enough to get his men within arms reach before the deception collapsed and all five of them would have had to fight at close quarters on a moving deck against sailors who were by definition not expecting an attack while somehow keeping enough of the boat’s crew alive or restrained to actually sail the vessel back across the channel rather than simply killing everyone aboard and drifting.
Naval planners reviewing the scheme in October 1940 were not being unduly cautious in judging that too many of these steps depended on chance rather than skill. The different parties involved in Operation Ruthless experienced its slow collapse in markedly different ways and the contrast between them says a good deal about how intelligence work actually functioned in 1940.
At Bletchley Park, Turing and Twin have staked real hope on this specific plan. Naval Enigma is to them not an abstract cryptographic puzzle but the difference between convoys reaching Liverpool and convoys being torpedoed in mid-Atlantic. Frank Birch, the head of the Naval Section at Bletchley, later describes the two men arriving at his office looking in his words like undertakers cheated of a nice corpse, agitated about the operation’s cancellation and pressing the point that without a pinch there was very little hope of reading current Naval Enigma traffic at all. At the Admiralty by contrast, the plan is one live option among many being weighed against operational risk, aircraft availability, and the sheer improbability of the maritime choreography required to make it work. Fleming’s superiors are not indifferent
to the code breaker’s need but they are also the ones who have to weigh five men’s lives and a valuable aircraft against a scheme whose central technical premise, the sinking Heinkel, has just been shown to be flawed. And within the standby crew itself, whoever they were, the experience is one of sitting in readiness for a mission that keeps not happening, briefed on uniforms and cover stories and the precise wording of a distress call that no one ultimately transmits.
By late October, the operation is formally shelved. No SOS is sent, no Heinkel is ditched in the channel, no German rescue boat is boarded. Naval Intelligence officers turn their attention to other means of acquiring cryptographic material, and it is one of history’s genuine ironies that the breakthrough Bletchley needed would arrive 7 months later through an entirely unplanned encounter rather than a staged one.
On May 9th, 1941, the British destroyer HMS Bulldog, escorting convoy OB318 in the North Atlantic, forces the German submarine a depth charge attack. The U-boat’s crew abandon ship believing it is about to sink, and a boarding party from Bulldog, led by Sub-Lieutenant David Balme, climbs aboard the still floating submarine and recovers an intact Enigma machine along with its current codebooks, exactly the kind of material Operation Ruthless had been designed and had failed to obtain.
The capture, kept secret even from most of the Royal Navy, gives Bletchley Park precisely the foothold into Naval Enigma that Fleming’s scheme had promised and never delivered. Turing’s team, no longer undertakers cheated of a corpse, finally has one to work with. The consequences of that unplanned pinch and of the broader campaign against Naval Enigma that follows through 1941 and into 1942 are measurable in ways the abandoned Operation Ruthless never got the chance to produce. Reading current or near-current naval traffic allows the Admiralty’s operational intelligence center to reroute convoys around known U-boat concentrations, sometimes across distances of several hundred nautical miles, and shipping losses in the Atlantic, while never eliminated, become significantly more manageable during the periods when the naval cipher is being
read promptly. Balmy’s boarding party aboard U-110 recovers not only the Enigma machine itself, but a full set of current setting sheets and operating instructions, material that lets Hut 8 begin reading May 1941 traffic within days rather than the weeks or months such a breakthrough would normally require, and this single captured submarine does more for Bletchley’s naval effort in one afternoon than the entire apparatus of Operation Ruthless was ever given the chance to attempt. The task does not stay easy, however. In February 1942, the Kriegsmarine introduces a fourth rotor to its Enigma machines, a change that blacks Bletchley out of naval traffic again for the better part of a year, a period convoy crews in the Atlantic come to remember as one of renewed and heavy losses until further captures and a vastly expanded bomb
program, including machines built to Turing specifications and eventually numbering well over a hundred across Bletchley’s outstations, restore the codebreakers’ access by the end of 1942. The wider pattern of pinches that follows, of which U-110 is only the most celebrated example, becomes in effect the operational proof of Fleming’s original instinct, even as his own scheme sat abandoned in an Admiralty file.
Small vessels, weather ships, and even individual crewmen taken prisoner, all contribute fragments of cryptographic material across 1941 and 1942. And naval intelligence officers come to treat the deliberate targeting of vulnerable Enigma-carrying vessels, whenever circumstances allow it, without the elaborate theater Fleming had proposed, as a standing priority, rather than an occasional windfall.
Churchill himself, briefed regularly on Bletchley’s output, is known to have grasped early how directly the flow of naval Ultra intelligence correlated with the tonnage of Allied shipping that reached port safely. And by the war’s later years, the systematic reading of U-boat traffic is credited by naval historians as one of the decisive factors that turned the Battle of the Atlantic in the Allies’ favor.
What Operation Ruthless demonstrates in retrospect is not that Fleming’s scheme worked, because it did not, but that the underlying instinct behind it, that physical seizure of cryptographic material was the fastest route past an otherwise near-unbreakable cipher, was exactly right.
The war’s actual naval Enigma breakthroughs, from U-110 to later captures, such as that of U-559 in the Mediterranean in October 1942, would all follow that same basic logic of the pinch, executed not by faked disasters, but by opportunism seized in the middle of real ones. Fleming’s own relationship to the episode outlives the war by more than a decade.
He leaves naval intelligence in 1945, and within a few years begins writing thrillers built around a British secret agent named James Bond. In 1957, he publishes From Russia with Love, whose plot turns on Bond being sent to steal a Soviet cipher device called the Lektor, a machine whose fictional mechanics owe an obvious debt to Enigma, and whose narrative shape, a staged operation to physically seize an enemy’s encryption apparatus, is recognizably Operation Ruthless rewritten with a happier ending. The plan that never left the drawing board in 1940 becomes in fictional form one of the most famous espionage plots of the 20th century, complete with the daring and the improvisation that the real operation was denied by a floating Heinkel and an uncooperative channel. Return for a moment to that lamplit
office on the night of September 12th, 1940. Fleming signs his memorandum, seals it, and sends it up the chain, certain enough of its merit to append his own tactical refinements days later. He does not know yet that the plane will not sink properly, that the timing will never align, that the operation will be quietly shelved by late October, or that the pinch Bletchley actually needs will arrive 7 months on from a submarine no one staged and a boarding party no one disguised. He does not know that the plan itself, ruthless and improbable and ultimately unflown, will resurface 17 years later wearing a different uniform in a novel bearing his own name on the cover. What he does know, sitting at that desk with the Blitz building outside his window, is that somewhere out in the channel there is a German boat carrying the one object that could change how the war at sea is fought, and
that it is worth almost any risk to go and take it. The taking, when it finally happens, belongs to other men on a different ship in an ocean far from where Fleming imagined it, but the idea was his first, written out in five numbered steps by lamplight in a building where the world’s smallest decisions were quietly changing its largest outcomes.
